Changing page permissions will update the last modifier of a page even though no content was changed. This makes it look like the changes were done by a different person.

For example:

• Bob makes changes to a page (resulting in version 2)
• Fred goes and changes the permissions of the page without changing the content
• History will show Fred as last editor (of version 2)
• The changes made between version 1 and version 2 appear as done by Fred and not by Bob anymore
