The UI of the user browser is not very good at the moment. I think we can clean it up a lot.

• the number of users is currently listed twice
• the filter form can be compacted a lot (the title is not needed - perhaps we can make it into a single sentence like in our CRM system)
• the columnar layout of users is also probably not the best use of space, I'm sure we can improve it
• the add new user link should probably be more prominent too, as should the show deactivated users flag (perhaps this can be part of the filter?)
