Attachments macro should allow listing attachments from another page

      We'd like to use the

      {attachments}

      macro to list attachments from another page. We'd use something like

      {attachments:page=Some Page}

      and see the files attached to that page rather than the current one.

      The list would only be shown to users who have permission to view the other page.

      This is a similar request to CONF-3813.
