"Manage Users" screen is far less functional and has many bugs in 2.1.4 compared to 1.3.5

The "deactivate user" feature is missing.

The "reactivate user" feature is missing.

The "show all registered users" feature is missing.

The initial Manage Users page doesn't display any users.

The sorting of users is broken. They are displayed in some "random" order.

There is no facility to filter by group.

There is no facility to view all the users at once or to view a larger number of users per page.

The third column is some strange Repository value instead of the listing of Groups.

I cloned CONF-5544 into this issue in the hope that I could provide more environmental details, but no such luck. I just upgraded from 1.3.5 to 2.1.4 and as reported in CONF-5544, a lot of what made the "Manage users" screen functional and useful in 1.3.5 seems to have vanished in 2.1.4.
An issue not reported above is that the paging is also broken: as I keep pressing 'Next > >' the set of pages keep growing ad infinitum. So I actually have no way of seeing how many users there really are.
CONF-5544 has not been processed in about two months. That is surprising since a key administrative screen is clearly deeply broken and needs some serious TLC in as short order as possible.

Another issue with the screen: filtering does not work with substrings, as it did in 1.3.5.
