Cannot switch from wiki to rich text or preview. If rich text is the default editing editor never displays.

Symptoms:
In Firefox, the editor doesn't render.
In IE, a javascript error is detected: DWREngine undefined.
In both, The Help tips panel doesn't get hidden.
