This was thrown around for a bit, but an issue was never created.

It doesn't make sense for a normal user to have less permissions than the anonymous user, so they should inherit those permissions.

e.g. anonymous user has access to space XYZ, but a logged in user does not.

The logged in user should have access to space XYZ, because they could access it when logged out anyway.
