Confluence not fully set up until first restart

      After completing the setup steps, something is not fully configured. This causes problems that persist until the first full restart:

      • users not being fully saved (vanishing after the restart)
      • exceptions editing user profiles CONF-360
      • occasional errors importing data

      The workaround is to fully restart Confluence after completing the setup steps.
