ampersand in links breaks them

      Tried to link to a page with ampersands in the URL, and it showed up with & within the link.

      I typed: http://www.yahoo.com/blah?hello&goodbye

      The link in the source is: http://www.yahoo.com/blah?hello&goodbye

      The link visible to the user is:
      http://www.yahoo.com/blah?hello&goodbye

      Correct would seem to be:
      http://www.yahoo.com/blah?hello&goodbye
