Improve add label UI on view page

      • Labels should only be deleted by clicking on the 'x'
      • "Done" should add whichever labels are in the textbox before closing the input box
      • Need a box around the add label UI
      • Need to make use of full page width
      • Some kind of help tip re: autocomplete
      • "Suggested Labels" -> "Suggested labels"

      Also, loading the Javascript for the add UI delays the page loading significantly. This MUST be fixed.
