Deactivate user link does not display when viewing a user's profile

      When external user management is enabled, two links should show on the view page: view profile and deactivate. Currently only view profile displays.

      A user's deactivation status is stored inside Confluence and hence the link should be available regardless of whether external user management has been switched on or not.
