Email from Joseph Hoffman:

I started up 1.4-RC2 using the embedded database and drilled into the
"Edit Site Layout" page and tried to View the Main Layout.

This action generated:

org.apache.velocity.exception.ResourceNotFoundException: Unable to find
resource '/admin/lookandfeel/viewdefaultdecorator.vm'

Sure enough, the file does not exist at that location.

Initial investigation shows that the .vm template was removed as part of a refactor but the link to it was not updated.
