If you have a Wiki page devoted to people uploading screenshots or photos of some event, the Dashboard "recently updated" space will not include a notification of a new attachment. This means people need to remember to visit such pages themselves. I think a new attachment should be considered a modification/update and appear accordingly in the various notifications.
In the case of the Dashboard, maybe you could include the comment, if one was provided, for the attachment.
