atlassian-velocity needs upgrading, dependencies on atlassian-core broken

      DateUtils is no longer present within VelocityContextUtils - atlassian-core is now at 2.2.3

      atlassian-velocity was using 2.2 of atlassian-core.

      atlassian-velocity's latest version dropped DateUtils as it is now dependent on a ResourceBundle (application specific).

      Fix this dependency mess somehow!
