It would be useful for Confluence to provide a BuildNumberCondition which could be used to toggle the display of web-items in different versions of Confluence.

The social bookmarking plugin already has one, but it doesn't correctly handle invalid Confluence build numbers during development. We should use the same parameters as that condition so we can change the social bookmarking plugin to use this condition in the future.
