To reproduce:
1. select blockquote format from the drop down menu in the rte
2. type
3. press enter twice (it should take you out of the block quote format and into a new paragraph but instead leaves you still in the block quote format)

It should behave in a similar way to lists (pressing enter twice leaves the list).

You cant ever get out of this format after these steps unless you switch to markup mode.
