Deleting another user's attachment - notification says it's deleted by the user who uploaded it rather than the user who deleted it

    Description

      If user A uploads an attachment and user B later deletes it, the email notification says it was deleted by user A which is incorrect and misleading (specifically, you have no idea of who actually deleted it).
