Update attachment comment should not update last modification date of all historical versions

      To reproduce:

      1) Attach two versions of the same attachment
      2) Note the last modification dates of attachments
      3) Move time forward on your machine and add comment to latest version of attachment
      4) Observe all last modification dates have changed.
