We are using JIRA for Confluence's user management. We have a Confluence license for 25 users and have a total of 52 users in our JIRA installation. We only have 21 users in the confluence-user group in JIRA (only confluence-administrators and confluence-users have USE permission in Confluence). If we try to grant use access to "anyone" so that anonymous users can look at our Confluence spaces, we get an error in the license information because it registers all 52 users from JIRA.
