Performance degrades after upgrade - Some internal caches are always 1000 items big, reconfiguring them doesn't work

      Cache names for atlassian-user elements are incorrect, results in using default configuration (1000 items)

      I'm not sure how long these have been broken, but they are definitely broken in 2.8 and probably have been this way for quite some time.

      This results in the cache settings 'appearing' to be unchangeable, as the files we supply and all the documentation we reference are incorrect.

            Attaching the cache files to the issue so that they can be used by customers:

            The use these, place them in your confluence/WEB-INF/classes/ directory and they will override the settings of the confluence-coherence-cache-config.xml amd confluence-coherence-cache-config-clustered.xml file that is found in your confluence/WEB-INF/lib/confluence-2.*.jar.
