Caching of some CSS imported by combined.css isn't ideal, uses space cache counter instead of global

      The static cached URLs (/s/*) include a counter so that the URLs map to a single piece of content that never changes. The combined.css file uses a space-specific counter for some global resources, making the caching of these resources less optimal.
