Toggle area for collapsing comment should have a tooltip

      There should be a tooltip to say what will happen when you click.

      (Was originally: I don't see why the entire comment shouldn't be clickable for collasping, especially when there's no clear boundary between the header and the content. There should also be a tooltip to say what will happen when you click.)
