Page labels are shown inconsistently when exporting and restoring a space.

Steps to reproduce this issue:

1. created a new space called Test (key=tst)
2. edit homepage and add two labels (eg. "programming" and "milestones")
3. export the space by using XML output format
4. delete Test space
5. restore the Test space

You should be able see the missing/out of order labels shown in the page.
