The sentence (and link in it): "Some features are installed as plugins, and must be enabled or disabled from the plugin administration page." on the VIEW general configuration should not be visible to conf admins (the link is unauthorized for them anyway)

This fix did not make it into 2.7.1. It will be addressed in a later release.

The attachment storage set up link should also be hidden for non system admins.
