Currently, Bamboo can be viewable by non-logged in users. Also, users can sign up themselves.

For public instances, we should disallow this to happen. For 1.0, functionality as below:

• Administration should have option to control "sign up" functionality - on or off. If off, the sign up page is disabled and links disappear.
• Administration should have option to control "viewable publicly" function - yes or no. If no, anonymous users cannot view anything in Bamboo until they have signed in.
