if maven 2 builder not a capability PlanCreationException: No Maven 2 builder found is thrown

When no Maven2 builder is available users can still import projects with maven.

The 'Import with Maven' action should redirect to a warning screen suggesting to add maven2 builder first or define M2_HOME as a environment variable for bambo to detect maven 2 capabilities
