Improve the way Bamboo reacts when a Jira Issue number doesnt exist.

      Currently if a jira issue does not exist on the server Bamboo will show none of the issues (even though it may be only 1 thats screwed) and it reports the error as being unable to connect to the server.

      This can probably be improved
