If your plan points to one repository and you change it to another, instead of clearing all the old stuff and starting it again (which it used to do) it still tries to update base on the version number of the previous build - causing problems.

We need to clear the lastVcsKey from the build when the repository change has been detected.

We should also update the testChanginRepositoryUrlForcesCleanBuildWorks test to not be so inadequate (actually change the repo to point to boags)
