When a user qualifies for multiple rules for sending notifications, they receive multiple notifications. So for example, on the Spring commit triggered builds, our notification rules are as follows:

Commiters: All Completed Builds
Project Lead Group: Failed and First Successful Build

So now, if I'm an both a project lead and the person who committed a change, I get the exact same email twice. I should only get it once even though I qualify for both rules.
